New GSA Bulletin Requires Certified Recyclers for Federal Agencies
Effective immediately — The GSA issued Federal Bulletin FMR B-34 that defines disposal methods for Federal agency electronic assets. In the bulletin, electronics are defined as any item powered by electricity and includes logic circuitry. Electronics may not be disposed of in landfills or incinerators and must be recycled by a Certified electronics recycler (BAN e-Stewards or R2). Manufacturer take back programs must also use Certified electronics recyclers. Property may not be sent to auctions and annual reports must be filed for property conveyed to non-Federal recipients.

The GSA Bulletin reflects the National Strategy for Electronics Stewardship, a collaboration of 16 Federal departments and agencies. Representatives of EPA and GSA recently toured Metech Recycling headquarters and noted that Metech Recycling's long history of Certification to the highest industry standards exemplifies leadership in responsible electronics recycling.
